RHD car in Estonia

Could somebody share information about registering RHD to LHD rebuild cars in Estonia.
I will explain situation:
I have BMW E46 M3 which originally was from United Kingdom with right hand steering. It was imported in Latvia and rebuild from right hand drive to left hand drive. After rebuild in Latvia we must do technical examination of the car and our local transport department gives approval to register car in Latvia as left hand drive. They check everything - steering rack, brakes, interior, headlights etc.
The problem is that I wanted to sell my car, who is already registered in Latvia as LHD, and there was interest from Estonians but they said it is impossible to register rebuild RHD cars in Estonia even though it has been rebuild and previously registered in Latvia as LHD. Locals said that your transport department will allow register car only if official BMW dealer will give approval that rebuild is made correctly, as we all know, none of official dealers will give such approval.
I heard from friend of mine that in Estonia are special offices or lets call them technical inspection offices that gives approval of rebuild car. This service cost around 1000 EUR and they do pretty detailed check, takes out front panel etc. Could any body confirm that it is true and maybe can give me contacts?
If it is correct that it is impossible to register this car than in your situation is really possible that you buy car for example from Germany and in the end you cannot register it because of fact that it was rebuild.
